Existing Conditions

In the context of the Florida Keys, where historical development patterns in Key West stand in contrast to suburban designs elsewhere, TOD offers a way to integrate diverse housing options with efficient transportation infrastructure, fostering a more sustainable and accessible living environment for the community. Monroe County’s Land Development Code (LDC), has twenty-eight land use districts, or categories. Each district has permitted uses that are consistent with the environmental sensitivity and natural resources in and near the location, the capacity of the public facilities that serve it (roads, utilities, etc.), and compatible with surrounding land uses. Each district establishes use and bulk regulations that control the type and scale of development in the district. The county’s LDC requires nonresidential and multi-family uses generating over two thousand (2,000) trips per day be developed to encourage mass transit, by including features such as: transit facilities, including covered bus shelters, pedestrian/bicycle paths, bicycle racks, carpool facilities, adequate turning radii for large vehicles, and pedestrian access to adjacent nonresidential and multi-family uses. The Monroe County Comprehensive Plan Land Authority, known as the Monroe County Land Authority (Authority), has a mission to acquire property for conservation use.

The Authority was established to assist in the implementation of land use plans and to serve as an intermediary between landowners and government agencies that regulate land use. The Authority is a component of Monroe County government created in 1986 and governed by the Board of County Commissioners (BOCC).
