Current & Past Plans

The study team reviewed various reports, plans, and studies with implications for public transit in Monroe County. These plans included functional master plans, area and sector plans, and current transit planning projects. Analyzing the goals, findings and recommendations of these plans supplies the local planning context in which transit will develop in the coming years. These plans share common themes that point towards an emerging policy consensus on the type of transportation system that Keys residents desire and the role of public transit within that consensus. These plans indicate that the future transit system will:

At the local and regional levels, several agencies and organizations conduct studies to produce plans and policies for addressing transportation issues and intermodalism that may include direction for the future development of public transit services in Monroe County. Various Federal and State plans and regulations also may impact the provision of transit services. This review of current and past plans helps provide this plan with an understanding existing community public transit goals while pursuing its own goal of creating a viable and accessible transit system throughout the Florida Keys. Relevant transportation planning and programming documents are summarized below, with an emphasis on issues with implications for the future development of public transit in Monroe County. Additionally, selected plans related to land use were reviewed to summarize and call attention to community goals, objectives, and policies that also may have implications for current and future transit services.

• Provide multimodal access with facilities and infrastructure that

supports public transit, bicycle, and pedestrians transportation options.

• Promote transit oriented development including higher densities and mixed use zoning.

• Equity initiatives to ensure transportation access to all.

• Sustainable practices that reduce emissions, increase greenspace, and combat climate change.
