Scenario Planning & Costs Planning new services involves several layers of analysis to identify the right mix of services for Monroe County, and specifically evaluate how a microtransit service could augment fixed route services and operate under various possible demand scenarios. Based on the data analysis of current conditions and the vision of Monroe County Transit, WSP developed a service scenario with simulated hours and performance metrics such as wait time and potential constraints like vehicle availability. Services can be tailored to various objectives, which can be analyzed based on the nuances of existing service levels, future demand, and resource requirements. Based on the results of the prior tasks in this analysis, service scenarios were evaluated and operating and maintenance cost estimates were prepared based on public and private operation, number of vehicles and cost of vehicles required to operate the system. The alternative scenarios recognize the need for additional transit services and provides more targeted investments under different options to create optimal recommendations for implementation that balance rider needs and desires and resource constraints.

This scenario plan addresses existing gaps to meet the community needs and provides a more efficient and accessible transportation system for residents and visitors. While these scenarios could take years to implement, each service has tangible benefits to the transit network and helps to reduce automobile mode share as more options are made available. Once services are fully deployed, Monroe County will be a model for how to expand mobility options in the Key’s unique ban, rural, suburban and recreation area environments.
