It’s important to note that requirements for complimentary paratransit do not apply to commuter bus, commuter rail, or inner city rail systems. To address the identified gaps, the following scenarios have been developed, with detailed assumptions provided below. In summary, Scenario 1 recommends a fleet size of twenty-six buses, including a twenty percent spare ratio, to operate a total of twenty-one service vehicles. The estimated annual operating expense for Scenario 1 is $17.082 million. Meanwhile, Scenario 2 suggests a fleet size of twenty-eight buses, including a fifteen percent spare ratio, to operate twenty-two service vehicles, with an estimated annual operating expense of $17.207 million.

Capital budgets should include a contingency fund to address unforeseen challenges or cost overruns that may arise during the project’s execution. Financing Costs The cost of financing capital projects through loans, bonds, or other financial instruments should be considered when assessing the overall capital costs. Interest payments and financing fees can add to the overall expenses. 6.3 Route Expansion and Schedule Optimization Based on the information gathered in the previous tasks, the schedule and costs for implementing a commuter bus system have been formulated. This system is designed to enhance the current fixed route and express services, aligning them more effectively with service demands and ensuring a consistent service frequency from Key West to Florida City. According to 49 CFR 37.121(a), public entities operating fixed-route systems are required to provide paratransit or other special services for individuals with disabilities at a level comparable to that provided to individuals without disabilities using the fixed route system. The determination of “comparability” is guided by 49 CFR 37.123-37.133.
