of ecosystem management in creating multi-use recreational facilities where appropriate. 8.3.9 Local Capital Improvement Programs •City of Key West The city’s Capital Improvement Program’s (CIP) funding for street projects and programs includes $24.5 million for right- of-way projects from fiscal year 2018 to fiscal year 2023. Many of these projects include curb ramps, sidewalks, and pavement markings that will enhance the active transportation network. •Monroe County Monroe County’s CIP is a multi-year program that identifies capital projects to be funded during a five-year period. The 2019-2023 capital plan total is currently $298,421,423 and includes multiple projects throughout the county, Key West and Stock Island. 8.3.10 Additional Opportunities • Promoting Resilient Operations for Transformative Efficient, and Cost saving Transportation Program (PROTECT) (Monroe County applied in August 2023) • Rebuilding American Infrastructure with Sustainability and Equity (RAISE) The Rebuilding American Infrastructure with Sustainability and Equity, or RAISE Discretionary Grant program, provides a unique opportunity for the DOT to invest in road, rail, transit and
port projects that promise to achieve national objectives.

Additional funding for major transit investments can be made available through Federal and state discretionary programs, namely FTA’s Capital Investment Grants Program (CIG) (Section 5309) and FDOT’s state competitive New Starts Transit Program. Few eligible projects seeking Florida New Starts funding receive funding. • Transportation Regional Incentive Program (TRIP) Funds. After allocations to the Small County Outreach Program and the New Starts Transit Program, 25 percent of the remaining Documentary Stamp Tax funds are allocated annually for TRIP for regional transportation
